STEAM PLANT ASSISTA ANNUAL SALARY $52,346 - $75,627 DUTIES A Steam Plant Assistant assists in either operating, maintaining, or repairing steam electric generating plant equipment, including mechanical, electrical control and instrumentation, and auxiliary equipment.
SPECIAL INFORMATION
All entry-level positions have been designated as temporary training positions in accordance with Civil Service Rule 5.30. A Steam Plant Assistant must successfully complete a four-year intensive on-the-job and classroom training program in order to receive an appointment to a regular Steam Plant Assistant position.
A Steam Plant Assistant receives intensive on-the-job training as well as formalized training outside of working hours.
A Steam Plant Assistant is subject to working nights, holidays and weekends on a rotating shift basis at various work locations throughout the City's power system.
The relaying of instructions and complex technological information over the telephone and in person, in normal situations and under emergency conditions, requires that candidates be able to communicate orally in English in a clear and understandable manner.

REQUIREMENTS
Current full-time paid employment with the City of Los Angeles and completion of probation; or
Completion of one high school, trade school, or college course in chemistry, electricity, electronics, mechanics, or physics; or
Completion of the Hayden Electricity course sponsored by Department of Water and Power; or One year of full-time paid experience in electrical or mechanical work involving the operation, maintenance, or repair of large machinery in an engine room on board a ship or in an electric generating plant.
NOTES
In order to complete a probationary period, as stated in Requirement #1, individuals must have received a regular City appointment. Civil Service Rules Section 1.5 (d) defines regular appointment as an appointment from a reserve list to any position or an appointment from an eligible list to a permanent position of half time or more.
Candidates qualifying under Requirement Number 2 must list the name, completion date of the required course and sponsoring institution in the School/Training section on their application.
Candidates qualifying under Requirement Number 3 will have 7 calendar days from the on-line submission date to submit a copy of their Hayden Electricity course certificate to: Personnel Department Building , Room 100, 700 E. Temple Street , Los Angeles , CA 90012 . Candidates who fail to submit a copy of their certificate within the time required will not be considered candidates in this examination and their applications will not be processed.
Candidates who successfully pass the written portion of the examination must be made aware that CAL/OSHA and Department of Water and Power Safety Regulations require that Steam Plant Assistant candidates MUST complete a medical examination administered by the Los Angeles Department of Water and Power (LADWP) Medical Office and must be physically capable of handling personal protective equipment, such as respiratory equipment. After selected candidates complete the Steam Plant Assistant evaluation class, they must pass a respiratory equipment fit test conducted by the LADWP Safety Office as a condition of employment.
Normal depth perception and color vision is required.
A valid California driver's license is required prior to appointment. Applicants will be disqualified and not eligible for hire if within the past 36 months they were convicted of a major moving violation, such as driving under the influence of alcohol and /or drugs, and may be disqualified if there are three or more moving violations and/or at-fault accidents within the past 36 months.

SELECTION PROCESS
Examination Weight: Written Test . . . . . . . . . . .100%
In the written test, which will consist entirely of multiple-choice questions, candidates may be examined for knowledge of: basic mathematics; reading comprehension; the proper use of hand tools and equipment, such as electrical, hand, and power meters and measuring instruments; mechanical aptitude and reasoning; diagram symbols; and the ability to: read simple blueprints, schematic drawings, and wiring diagrams; read dials, gauges, and valving systems; perceive pertinent detail when reading multiple charts and gauges; accurately complete forms; and other necessary knowledge and abilities.
WRITTEN TEST DATES The multiple-choice written test will be administered in a single half-day session in Los Angeles . The first date scheduled for the written test is SATURDAY, AUGUST 8, 2009. Candidates will be notified later by mail of the time and location.
Due to the City's current economic situation, not all those who file will be tested. Promotional candidates will be tested before open candidates. Qualified open applicants may be scheduled for testing based on the date that their applications were filed and DWP hiring needs. Future test dates may be scheduled later if necessary and candidates will be notified by mail of the date, time, and location that they are scheduled for the written test.
NOTES
This examination is based on a validation study, and as provided by Civil Service Commission Rule 4.20, the written test will not be subject to candidate inspection.
Applications are accepted subject to review to ensure that minimum qualifications are met. Candidates may be disqualified at any time if it is determined that they do not possess the minimum qualifications stated in this bulletin.
A final average score of 70% is required to be placed on the eligible list. In conjunction with Civil Services rules, applicants who are current eligible City employees or are on a reserve list will be considered Promotional candidates while all other applicants will be considered Open candidates.
The promotional list will ordinarily be used ahead of the open competitive list. However, if open competitive candidates receive a higher score, without military credits, than the highest available promotional candidate, after adding 0.25 of a point seniority credit for each year of service, the Civil Service Commission, upon request of the appointing authority, may approve certification of such open competitive candidates ahead of the promotional candidates.
